Dear Madam and Sir, 

 

We have watched the scenes of a wolf being tortured, in the district of Selcuklu, on 22nd of February 2005. Regarding our appeals and applications, below you can read the answer we have received from the municipality of malazgirt. 

“ Regarding the act of capturing a wolf and ill-treating him on purpose, on 22.02.2005, in our district Selcuklu; we have charged the following persons with YTL278.- (approx.170 Euro). They were charged, based upon the act of 5199 Animal Rights Protection, article 25. and 28.

According to the article 24. of act 5199:

Protection:

ARTICLE 24.- The persons who act against this law, which obliges people to protect animals, persons who seriously neglect the maintenance of the animals they have adopted, persons who cause them pain, physical damage and hurt them, shall be refrained by the authorities to keep any pets or animals. The authorities have the right by law to take away any pets or animals these persons possess. Latter to this action, these animals are put for an adoption for a new family or placed under protection.

Therefore: According to the act 5199, and article 24, we requested for all the animals which are ill-treated by these people to be determined and to be put under protection. The reply we got from you was that these people owned no animals. Enclosed you can find the answers from the municipality regarding this issue.

There is also an article which has been missed out.

Animal Trading

ARTICLE 10.-

An animal cannot be used for the purposes of; shooting of movies, display, shows, commercials and similar actions if that animal is hurt or tortured. 

PenaltiesARTICLE 28.- 

(g) 2.500YTL (approx. 1700 Euro) Cash penalty for those who had not received a permission for animal trading and those who have acted against these laws and regulations regarding this article.

However, as you can see in the movie, one of the four, has provoked his Kangal breed of dog to attack the poor wolf.

1. Who is the owner of this dog?

2. What kind of penalty has the owner of this dog received?
3. We request that the owner of this Kangal canine to receive financial penalty, regarding the articles of 5199 act. Apart from the financial penalty; we request the Kangal dog to be taken away and PUT UNDER PROTECTION. We request to determine these people who bring their dog especially to ATTACK and FIGHT with the poor wolf. We request for these people or that person to receive a penalty according to the act and the articles.
4. Again, as you can see in the movie; more than four of these people in the scene, were enjoying themselves, taking pictures posing wit the wolf, while lifting up the wolf from his ears. We request for these people to be determined, and we request these cruel people to receive a penalty of YTL 2500.- according to article 19. We request; that the identities of the people to be revealed to the public.

 

These people, who overenthusiastically, tortured a wolf, will surely, no doubt, will commit an act of cruelty to a human being, sometime, somewhere, soon. The important thing in this incident is that; these people have tortured a being who had no chance but to obey them. This being was weak, and he or she had no weapons to fight them back. So the main idea is; these people have ‘tortured a weaker and a helpless being.’ In this inciden it was the wolf. Tomorrow who knows it may be an old lady, a child, or another human being. We would like you to approach this matter with a concience. A concience which very much interests and concerns the public. This matter shall be approached as a mission to not allow it to happen again for the sake of the public.

 

 

If you shall not reveal the identities of these persons and not charge them with penalties according to the law; then we, all the civil organisations such as; Active Animal Rights Cooperation Platform (hayvan haklari aktif guc birligi platformu), Angels of the Streets (sokaktaki melekler) and the other organisations whom we run this act of protecting the animals, shall, begin a protest against the Municipality of Malazgirt and the governorship of Mus. 

This protest will be about; ‘ALTHOUGH YOU ARE AWARE AND HAVE THE INFORMATION, YOU ARE NOT REVEALING THE IDENTITIES OF THE OTHERS WHO HAVE COMMITTED THIS TORTURE’.

 

We will inform the whole media all over Turkey.

Regarding the petiton 3071, I kindly request an answer regarding the law of 4982 which obliges you to give me information about the matter.
